God of War: Ragnarok on PC will require a PSN Account. So the game is unavailable in my country cause of an account requirement in a singleplayer only game. That account literally adds nothing to the game. I don't understand why Sony won't just make PSN available worldwide if it's that important to them.

Turns out, GoW Ragnarok needs goldhen. So, first, I uninstalled my previous failed installation of GoW:R and then ran the GoldHEN exploit, mine is v2.1. Then, entered the GoldHEN menu and installed the Base pack, then the 2.00 backported update, then the 2 DLCs via the Package Installer of GoldHEN.

Sony's CEO confirmed an exclusive game pc port would take at least 2years with god of war being the Icon and core of playstation Brand so it's 3 to 4years give or take. It's safe to say it's a 1000% chance we won't see a PC port until 2024-2026.

The one which not contains"9.50". That one is the retail update. u/rayku22 I noticed the US version of this game (CUSA34384) contains 3 different backports, specifically one for FW9.00, including DLC. I downloaded this version (EU / CUSA34388) which only has a single backport update for all FW and no DLC.
